My users need to be able to CREATE pages
I need the facility for my users (who can currently edit pages) to be able to CREATE pages using my templates - based on folder permissions.

Not sure about permissions, but if you enable the page templates feature your clients will be able to create pages using those templates.

The buttons to add a page are in the sitemap sidebar or the site pages section. Are they not visible? Then you didn't give the "page creator" permission to your users I think.

In addition, I really do not want those users being able to upload to a folder outside their privileged folder nor editing/deleting others' documents and images.

Emil, I don't think you fully understand my suggestion.
I am the Administrator of my site and can do everything. I have enabled 'Users and Permissions' for my site which allows me to create users and choose which users can edit which parts of the site.
However, they need also to be able to create pages from templates (also enabled) but there is no option available for them to do so. They have only edit and delete icons.
